An Oregon State Police (OSP) traffic stop on Interstate 5 last Thursday is leading to drug-related charges for two men after an OSP drug detection canine helped troopers discover approximately 7 pounds of heroin concealed in a vehicle south of Ashland. The OSP Drug Enforcement Section is continuing the investigation.
On February 9, 2012 at approximately 8:40 a.m. an OSP senior trooper stopped a 2002 Nissan Altima displaying Washington license plates northbound on Interstate 5 near milepost 4 for a traffic violation. The vehicle contained three occupants including driver FRANCISCO JAVIER VELASQUEZ JR, age 25, from El Monte, California and male passenger UZIEL SURIZADAY TORRES, age 30, from Mountlake Terrace, Washington. The third occupant was a 23-year old female from California.
Subsequent investigation during the traffic stop with the help of an OSP drug detection canine led to the discovery and seizure of approximately 7 pounds of heroin concealed inside a box in the vehicle. Estimated value of the seized heroin is $300,000.
VELASQUEZ and TORRES are both facing charges in Jackson County Circuit Court for Unlawful Possession and Distribution of a Controlled Substance – Heroin. The female passenger was not arrested.
